Fuse box vw beetle

My beetle is a 71 standard, why does it have 12 fuse panel (supper) instead of 10 fuse panel (standard). It looks factory, just of a kind of a head scratcher. I think that fuse box diagram on the wiring diagrams page is backwards. You might try the 1973 diagram instead.
