First thing you need to check is the vacuum box behind your battery. Remove your battery and tray and you'll see a black box with a line going into it. Disconnect the line and remove the box. The box is made out of two pieces of plastic and can seperate. I was in the same boat as you and my box was split in two pieces.

The IWE are vacuumed operated, Vacuum holds the gears apart, when you step on the gas or the cruise control, vacuum drops and the gears partly engage, sound like shifting without the clutch..
