In payday 2, I think they only delay police assaults for a couple seconds per hostage. I'm not sure about how many seconds per hostage but you can get almost a minute with about 5 hostages but don't quote me on that. I've resorted to literally keeping them near cops for free kills. Biggest joke is that I have the "Please go there" mod.
