Replacing deck boards

Trying to replace some dry rotted deck boards and having a really hard time removing some of the original screws. I’m not sure what the original builders used (this deck came with the house when I bought it) but they don’t look coated and are crazy rusted. Some have snapped off at he head, others are just stripping out.
